As the export-side counterpart to a national capital flow system, Outsourcify built a microservices platform that helps a Southeast Asian central bank verify that revenue from actual outbound exports returns to the domestic banking ecosystem as foreign currency — and is converted into local currency under mandatory "Force to Exchange" regulations. The ecosystem spans a Flutter mobile app for exporters, a central bank administration panel and a commercial bank portal.
Results
Challenge
Export declarations, customs records and bank transfers live in separate systems, at national scale. The regulator needed to match them continuously, enforce mandatory currency conversion, and spot suspicious pricing — while onboarding exporters remotely with bank-grade identity assurance. And because requirements evolved regulation by regulation, the architecture had to be built for successive expansion and able to withstand spikes in concurrent logins.
Solution
The platform runs on four dedicated microservices — a core system API, central bank administration, commercial bank operations and a business gateway — with Symfony powering the backend, a Flutter mobile app for exporters and an Oracle 19c cloud database. Exporters onboard with identity checks against the trade ministry's business registry via national ID or passport, in-app facial-recognition liveness verification, and dual-channel OTP (SMS or registry-synced email) combined with a PIN code and biometric login. In the app they follow their active customs declarations (ACDDs), record deductions such as loan repayments against net invoice amounts, and monitor multi-bank account balances, exchange rates and the locked exchange amounts set by the regulator. The central bank panel provides dashboards of the nation's largest exporters and flows by commercial bank and border checkpoint, a policy engine for grace-period extensions and automatic close-deal rules, and automated blocking that pushes non-compliant exporters' status directly to the ASYCUDA customs network. Commercial bank tellers audit repatriations against ACDDs and — when direct APIs are offline — batch-upload .xlsx transaction files that the system validates field by field, flagging errors in red for correction and re-import. Delivered across nine-plus phases, the system grew to include product-group and border-post analytics, mass Excel imports of companies, bank accounts and users, an anomaly detection engine flagging unit prices deviating more than 300% from an exporter's six-month average, multi-criteria extractions filtered by land, air and water checkpoints, and direct exchange workflows letting exporters designate which local-currency account receives converted funds.
