Capital Flow Management System for a Central Bank

Foreign investors must bring a committed share of their registered capital into the country — as bank transfers, physical cash or in-kind imports such as machinery, materials and licences — and the central bank must be able to verify, certify and report on every flow. That means coordinating three very different user groups (investors, central bank officers and commercial banks) around a single source of truth, and integrating with national infrastructure: the ASYCUDA customs platform for in-kind declarations, the trade ministry's business registry for company identification, and commercial bank APIs for real-time transactions and exchange rates.

The platform combines a cross-platform investor mobile app with two Symfony-based web portals over a MySQL/PostgreSQL data layer. Investors register by entering their tax ID, which pulls company details automatically from the trade ministry's business registry, then declare contributions through a dual tracking suite: Track Cash automatically matches incoming foreign-currency wire transfers and converts them into local currency at real-time commercial bank exchange rates, while Track Kind attaches validated ASYCUDA customs declarations (ACDD) so machinery, materials and licences count toward registered capital — physical cash carried across the border is declared with a bank-slip upload as proof of deposit. Real-time percentage indicators show how much of the legally required capital has arrived, investors managing several companies switch between tax IDs under one profile, and deadline extensions are requested in-app — the first handled automatically by policy, the second routed for manual review. On the central bank side, officers work through pending, approved and rejected approval queues, and once thresholds are verified the system auto-generates cryptographically signed, e-stamped Capital Import Certificates (CIC) delivered straight to the investor's app. A dynamic policy engine lets administrators tune grace periods, auto-extension rules and close-deal triggers, and block non-compliant companies — blocked businesses keep dashboard access to declare outstanding items and resolve their status. KPI dashboards consolidate paid-up capital, top currencies, top investor sectors and activity across the country's top 15 commercial banks, while a dedicated portal lets those banks verify inward remittances, upload account statements and enforce compliance-based account blocks.
